GEO (Governor's Energy Office) RebatesThe Governor's Energy Office will be announcing rebates for solar electric and domestic solar water heating systems, as well as energy efficiency home improvements in January 2010. Please check the
GEO Website for details. SRE recommends you receive your quote in advanced so that you are prepared to act quickly before these rebates run out.
Solar Electric (PV) Systems
Federal Income Tax Credit
A federal income tax credit of 30% of the system cost is available for solar electric (PV) systems.
Xcel Energy, Black Hills Energy, and Colorado Springs Utility Customer Rebates
Xcel Energy, Black Hills Energy, and Colorado Springs Utilities offer their customers substantial rebates to install solar electric (PV) panels.
Rebate levels are:
- Xcel Energy Solar Electric Rebate: $2.70 per installed DC watt (up to 10 kilowatts)*
- Black Hills Energy Solar Electric Rebate: $2.70 per installed DC watt (up to 10 kilowatts)**
- Colorado Springs Utility Solar Electric Rebate: $3.00 per installed AC watt (up to 10 kilowatts)
* Xcel Energy has introduced a new tiered system for their Solar*Rewards rebate program. Currently, the rebate will be a $2.00 rebate payment, plus a $.70 REC. The REC portion will continue to drop when each tier has reached its maximum capacity. Please refer to the Xcel Energy website for an updated chart.
**Black Hills Energy solar rebate dropped on January 15, 2010. Current REC payments are $0.70 per DC Watt, but could change depending on when your application is actually received. Please refer to the Black Hills Energy website for updated details.

Energy Efficiency – Air Conditioning, Heating, Insulation, and Other Energy Efficiency Improvements
Federal Income Tax Credit
A federal income tax credit of up to $1500 is available for qualified home energy efficiency improvements such as insulation, high-efficiency air conditioning systems, high-efficiency heat pumps and more.

Insulate Colorado
The Governor’s Energy Office, Xcel Energy and participating jurisdictions are currently offering rebates for homeowners who improve the insulation and air sealing in their homes.
Rebates are equal to 20% of total cost of insulation and air sealing upgrades or $300 (whichever is less.) To find out if you can qualify, please contact us.
Xcel Energy Energy Efficiency Rebates
Xcel Energy natural gas and electric customers are eligible for a variety of rebates for energy efficiency home improvements. For a list of available incentives, click here.
United Power Heat Pump Rebates
United Power customers qualify for rebates from United Power and their wholesale power supplier, Tri-State Generation Transmission. For the installation of Air-source heat pumps, customers can receive rebates of $150/ton from Tri-State plus $400 Rebate from United Power. (There is also a Bonus $150 Rebate if the equipment is Energy Star Rated.)
Commercial
Treasury Grant
Commercial projects may opt to apply for a Treasury Energy Grant in lieu of the investment tax credit (ITC). This applies to equipment placed in service by December 31, 2010 or construction has begun by December 31, 2010 and is completed by December 31, 2013. The grant is paid out by the Treasury within 60 days of the project completion and application is filed.

Xcel Energy Customer Rebates
For PV systems greater than 10 kilowatts and up to 100 kilowatts, rebates and REC incentive payments are calculated as follows:
- Rebates = $2.00 per installed watt
- REC incentives = $80 times annual megawatt hour (MWh) production
- Note that the REC incentives are on a tiered system and will change as each tier reaches maximum capacity. Please refer to the Xcel Energy website for an updated chart.
Black Hills Energy Customer Rebates
For PV systems greater than 10 kilowatts and up to 100 kilowatts, rebates and REC incentive payments are calculated as follows:
- Rebates = $2.00 per installed watt
- REC incentives = $115 times annual megawatt hour (MWh) production
Colorado Springs Utility (CSU) Customer Rebates
- For PV systems up to 25 kilowatts, CSU will rebate $3.00 per installed AC watt.

A federal tax credit of 30% of the system cost is available for solar water heating systems.
Wind Energy Systems
Federal Income Tax Credit
A federal income tax credit of 30% of the system cost is available for wind energy systems for wind turbines less than 100 kW.
Federal 5 Year Accelerated Depreciation Schedule – Solar Electric, Solar Water Heating, and Wind Energy Systems
Under the federal Modified Accelerated Cost-Recovery System (MACRS), businesses may recover the cost of a solar electric, solar water heating, or wind energy system on an accelerated 5-year schedule. In 2008 and 2009 the above investments qualify for the 50% Bonus Depreciation schedule. The owner is entitled to deduct 50% of the adjusted basis of the property in the first year of operation. The remaining 50% of the adjusted basis of the property is depreciated over the ordinary depreciation schedule. The Depreciation Basis is calculated as the System Installation Price – (1/2) Federal Investment Tax Credit.
Builders
Energy Efficiency
Federal Tax Credit – Energy Efficient Homes
Tax credits of up to $2,000 are available to builders for construction of new energy-efficient homes.
Homes qualify for a $2,000 credit if they are certified to reduce energy consumption by 50% relative to the International Energy Conservation Code (IECC) standard and meet minimum efficiency standards established by the Department of Energy.
Building envelope component improvements must account for at least 20% of the reduction in energy consumption, but specific energy efficiency measures are not restricted.
